National CSE Advocacy Coalition 2025

Introduction

National CSE Advocacy Coalition is a network of organizations working in the field of Comprehensive Sexuality Education established in 2022 under the technical and financial support of UNFPA, Nepal. National CSE Advocacy Coalition targets key stakeholders, which are government, young individuals and CSOs for the proper implementation and delivery of CSE in a way that is more inclusive, attainable and age appropriate. Through innovative and contextual approach, the coalition seeks to include CSE in broader and comprehensive manner for young individuals to empower and to equip individual with informed decision-making skills.

The year 2024/25, the secretariat position was secured by Visible Impact and Co-chair by Social Changemakers and Innovators. During the end of the tenure, leadership was handover to SOCHAI as the Secretariat and BYAN as an Co-chair of 2026/27.

Major activity

Digital Sexuality Education

The social media provided information regarding CSE and its component involving young individuals through quiz contest, video reel contests. Digital campaigns were organized highlighting Menstrual Hygiene Day and 16 days of activism against Gender Based Violence for the year 2025, short video reels were generated featuring gynecologists to address prevalent myths on menstruation, menstrual disorders, addressing the concern of menstruating individuals. Additionally, during the campaign public shared lived experience for Menstrual Hygiene Day while for 16 days of activism the significance of CSE to address Technology Facilitated Gender Based Violence was highlighted through video reels capturing public figure.

International Youth Day Carnival

Celebrating the International Youth Day on 12th August 2025, a youth carnival was organized at Rastriya Sabha Griha in support of Right Here Right Now 2, Blind Youth Association of Nepal, Social Changemakers and Innovators, Family Planning Association of Nepal, and Visible Impact. The carnival created space for youth led organizations, to provide information to young individuals on CSE, showcased innovative approaches on business through young entrepreneurs. With the fun segment and rewards young individuals attained knowledge through participatory approach.  

Consultation Meeting on Curriculum Development and Finalization

A consultation workshop on the National CSE/Health Curriculum was held on 17th February 2025, with participation of 25 representatives from core working group. The consultation focused on reviewing the existing curriculum to identify gaps, ensure age-appropriate and gender-transformative content, and advocate for necessary revisions where the discussions emphasized the integration of SRHR, and life-cycle health promotion, along with the adoption of interactive and behavior change oriented approaches.

Curriculum Development Workshop on Health and Physical Education (Grades 9 and 10)

On 7th and 8th May 2025, two days residential workshop was organized that brought together stakeholders from government institutions, academia, development partners, and independent experts. The revised curriculum framework retained and strengthened key subject areas, including health promotion and awareness education, school health services and nutrition, disease prevention, environmental health science, exercise, yoga, and physical well-being. The workshop successfully developed a preliminary framework for a revised curriculum that balanced theoretical knowledge with practical life skills.

Residential Workshop on Advancing CSE: Strategic Priorities and Approaches

A two-day residential workshop on 7th and 8th May 2025 deepen the understanding of core working group members on CSE highlighting the current context on CSE in global and national context. The workshop facilitated reflections on the evolving CSE landscape and supported strategic planning for coalition-led initiatives. Government representatives from FWD, CEHRD, CDC, Nursing and Social Security Division shared ongoing initiatives and priorities. Understanding the landscape the platform also enabled a comprehensive review and refinement of the National CSE Advocacy Coalition’s Strategic Plan, with the aim of strengthening objectives, implementation framework, and coordination mechanisms in mainstreaming CSE in Nepal.

Advancing CSE: Orientation and Strategic Dialogue on Sustainable and Quality Implementation

The multi-stakeholder sensitization and strategic dialogue brought together representatives from PABSON, NPABSON, government entities, civil society, academia, donor agencies and youth networks to strengthen shared understanding and commitment towards advancing CSE in Nepal. Discussions highlighted persistent challenges such as stigma, taboos, fragmented implementation, limited financing, teacher confidence gaps, and weak monitoring systems. Promising practices were also showcased, including Health Promoting Schools, adolescent-friendly information corners, youth leadership initiatives, and digital and community-based approaches. Using the socioecological model, participants identified priority gaps and practical recommendations across policy, institution, community, and individual levels, emphasizing the need for strengthened teacher training, inter-ministerial coordination, inclusive curricula, and robust M&E systems.

Orientation on Technology-Facilitated Gender-Based Violence (TFGBV)

An orientation on Technology-Facilitated Gender-Based Violence (TFGBV) was conducted on 10th November 2025 for coalition members and partners to strengthen the integration of TFGBV prevention and response within CSE. The session addressed the growing prevalence of TFGBV among adolescents and youth, the online offline continuum of violence, harmful gender norms, and provided a glimpse on the lens of intersectionality. The workshop led participants to explore trends, impacts, legal frameworks, response mechanisms, and the critical role of CSE in promoting digital consent, online safety, and help-seeking behaviors with the commitment to address and mitigate TFGBV.

Theatre-Based Technique (TBT) Training

A Theatre-Based Technique (TBT) Training was provided for young changemakers strengthening youth-led peer education. The training was conducted through participatory approach, theatre techniques and supported the development of a theatrical performance addressing stigma, gender-based violence, aligning to the concept and theme of CSE. In alignment with the theme of 16 Days of Activism Against Gender-Based Violence 2026 an act was developed comprising the concept of informed consent, healthy relationships, and practical strategies to prevent digital harms and was presented to the core working group members.

Quarterly Periodic Meetings

Three quarterly periodic meetings were conducted with core working group members to review progress, share achievements, and strategize upcoming activities for greater effectiveness and efficiency. These meetings strengthened collaboration, coordination, and resource mobilization within the coalition. During the final periodic meeting of 2025, the leadership role was formally handed over by Visible Impact to SOCHAI (Acting Co-Chair of 2024/25), along with the appointment of BYAN as the new Co-Chair, ensuring leadership continuity, shared accountability and ownership for the coalition’s future direction.

CSE- Technical Working Group Meeting

Fostering consistent collaboration and building effective strategy for strengthening CSE Movement, two CSE-TWG meetings were organized for the year. The meeting comprised of government entities from FWD, NSSD, CEHRD, and CDC for provision of update on the initiatives led for CSE and to foster close collaboration integrating key measures for strengthening the movement.

Our Impact

Advocating for comprehensive sexuality education, coalition submitted a memorandum to the former Minister of Education, Science and Technology Mr. Raghujee Panta to uplift the quality and standard of the citizen through quality education on CSE from school level.

Successfully accomplished in incorporating the aspect of CSE in the school curriculum of Grade 9 and 10 through development of framework of the curriculum.

Youth engagement for CSE outside of school through social media of coalition comprising digital campaigns, infographics, contests and youth carnival.

The year 2025 led to the development of strategic plan of the coalition with understanding the achievements made and the challenges faced throughout the years to significantly support the advocacy agenda of the coalition.

Development of institutional commitment through the sensitization of key stakeholder for strengthening CSE movement in Nepal.

Developed a theatrical act conceptualizing the aspect of CSE through effective technique training for young minds.
